Upgradable Rates.

What more is to be said?
Collect certain amounts of etc to upgrade certain rates.

Why not, Maybe add an occupation for upgrade rate. idk Need talk with the staff about that.

Actually leeched from PMS v.62, and doesn't matter if anything is leeched as we are leeching from nexon by making this game lol.
